Synopsis

This paper will discuss some of the basic mistakes that Health Departments can make when designing emergency plans for bioterrorism response.Bio-terrorism has occurred and will continue to menace us. The unknowns of the next occurrence include the time, place, nature and extent of the attack. These events are such that they are well beyond the response capabilities of most if not all U. S. Health Departments.

The best way to deal with a Bio-terrorism attack is to respond with a coordinated, streamlined and efficient multi-agency response benefiting from a centralized command structure that is drilled and tested on a regular basis. One of the best ways to initiate the planning process for a Bio-terrorism Response Plan is to develop a multi disciplinary team of likely response planners / partners. This group must have representation from key disciplines such as:
  • County Health Department
  • Federal Bureau of Investigation (FBI)
  • State/County Lab
  • Office of Emergency Management;
  • Local Fire Rescue Departments
  • Local Police Departments
  • Local HazMat Teams
  • Local Hospitals
  • Local Port Authorities / Quarantine Officers
  • Local Airports
  • Local Agricultural Agency
  • Local Medical Examiner’s Office / Coroner
  • Poison Information Center
  • Media
  • Community
  • Local American Red Cross
  • Local Bomb Squads
  • Key Private Enterprises (such as medical laboratories, pharmaceutical supply houses and others)
This paper will discuss proven team building methodologies and processes that may be used to develop a local / regional terrorism advisory component in areas around the country. This paper will also discuss the importance of vulnerability assessments and risk analysis to target available funding for maximum benefit.
